As regards the Range on Stonecutter's Island which, it is understood, can be resumed by the Navy at once, My Lords do not propose, in view of the remarks contained in your letter dated 6th August 1902, No.678/77, to expend any large sum of money on this Range. They merely desire to make the Range efficient by carrying out any alterations that are considered absolutely necessary for safety and efficiency as distinguished from those for convenience and bringing up to date. 8. I am therefore to request you to place yourself in communication with the Colonial Government, with a view to the acquisition, by purchase, by the Admiralty of the land forming this peninsula.

9. The negotiations should include provision for the reservation for Naval purposes of the anchorage in Long Harbour, or as much of it as may be necessary, and also control of the water approaches to that harbour, in case such control should be needed in the future.
